We often use the term \u201cStudent Union\u201d casually to refer to the Executive Committee (ExCo). However, the Student Union actually is a huge structure that encompasses every single society in the undergraduate world. A referendum is rarely called, but is sometimes\ndeemed necessary in situations such as the registration of the Student Union\nand as a company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members: all CUHK undergraduates, also known as Full Members\n(vote by secret ballot)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Role: the highest authority in the Student Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duty: exercises all members\u2019 rights of election, initiative\nand recall<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s): <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">referendum shall be declared valid only if the affirmative votes\nexceed 1\/6 of votes from all Full Members<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a motion that fails to meet the quorum shall be withdrawn\nautomatically<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>General Meeting (ad hoc)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members: 1\/10 of Full Members, around 1,600 students in\nacademic year 2020-2021<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Role: the decision-making authority prior to the Referendum<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duty: handles urgent and important matters excluding\nelections, recalls and constitutional amendments<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s):<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">difficult to convene due to high quorum<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Joint Conference (ad hoc)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">all members of The Council<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">selected members from the Executive Committee (ExCo), Campus\nRadio and Student Press<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Role: a decision-making authority held prior to the\nReferendum and the General Meeting<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duty: handles urgent matters and important issues<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s):<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">two-thirds of Joint Conference\u2019s Members constitute a quorum<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Council<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Official Members:&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the Presidents from the 9 Colleges\u2019 Student Unions; or a\nmember from the College\u2019s Student Union appointed by the President<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the 9 Colleges\u2019 Student Union; or any equivalent presiding\nbody <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elected Members: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a college representative, elected by Full Members in that\ncollege<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the number of representatives a college may elect to the\nCouncil is determined by the size of the college: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A. &lt; 800 students: no more than 2 E.M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">B. 800 &#8211; 1,600 students: no more than 3 E.M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C. &gt; 1,600 students: no more than 4 E.M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(Appointed Members:)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">when there are vacancies for Elected Members, the College\u2019s\nStudent Union can appoint 1 student from that college to take up the vacant\nposition<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Role: the scrutinizing and democratically representative\nbody of the Student Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duty: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">assists in monitoring, legislation, election and\nregistration of the Central Committees (ExCo, Campus Radio and Student Press),\nand affiliated clubs and societies (e.g. your faculty\u2019s student clubs)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Judicial Committee<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">at least 7 members <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">president is chosen by an election in which all sitting\nMembers of the Judicial Committee can cast one vote, and is witnessed by the\nChairperson of The Council<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">other members: elected by the Selection Committee, confirmed\nby The Council, appointed by the Judicial Committee\u2019s president<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Role:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">an independent and the supreme judiciary of the Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the Court of Appeal of the Judicial Committee exercises\nfinal adjudications for all disputes within the Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duty:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">upholds the Constitution, safeguards the rights of Full\nMembers and exercises their judicial functions independently of any external\nintervention<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s): <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the Judicial Committee has jurisdiction over all disputes\nwithin the Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Executive Committee #ExCo<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">promotes student welfare (e.g. CUHK T-shirt design\ncompetition)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">holds student activities (e.g. World Cup Final live\nbroadcast)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">participates in university policies (e.g. meetings with the\nuniversity)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">issues external speeches (e.g. public statements)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">participates in social movements (e.g. assemblies)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s): <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the ExCo is frequently referred to as the Student Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the ExCosells stationery, second-hand textbooks, CUHK\nT-shirts and so on at the Welfare Corner (in the CUSU room)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">other societies fall under the ExCo<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Student Press special issues<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s):<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese and English publications are issued bi-monthly both\nin online and in hardcopy<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2 regular special issues: one in July, reflecting on the\n1989 China Democracy Movement (Tiananmen Square) and the Orientation Booklet at\nthe start of the academic year<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Campus Radio Editorial Board #CUCR<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">@ room 301-303, Benjamin class=\"wp-block-paragraph\">Duty: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">reports student opinions and university policies, as well as\nstudent activities<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">hosts live podcasts, radio and multimedia programmes<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remark(s):<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">themes vary from university life and policies to social\nissues<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">their meetings are live on YouTube<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interim Executive Committee Officers<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the ExCo, Student Press or the Campus Radio becomes\nvacant, The Council shall appoint the respective Interim Executive Committees\nand various dedicated Task Forces to deal with daily administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Annual Election<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Held by the Student Union and the Student Unions from the 9\ncolleges in the beginning of the academic year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ExCo, Student Press, Campus Radio, student members of\nthe University Senate from each faculty, and the representatives of the Hong\nKong Federation of Students are elected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 9 colleges elect their College\u2019s Student Union,\nlegislative and elected members to The Council<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 4 original colleges (New Asia, Chung Chi, United, and\nShaw College) elect their own student members to the University Senate<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the beginning of each academic year, the ExCo, Student\nPress, Campus Radio, student members of the University Senate from each\nfaculty, and the representatives of the Hong Kong Federation of Students are\nelected in one election. The election is held by the Student Union.&nbsp; The Student Unions from each of the 9\ncolleges hold elections for their respective legislative and elected members to\nthe Council.
